Management and Bureaucracy
There are just as many types of tenants as there are landlords. There are no rules, no principles, and bureaucracy prevails. How did they get the management rights to large tracts of real estate?
Cicek, the most unruly neighbor in the apartment who never fulfilled his cleaning obligations and had the most notorious misdeeds, was actually kept as a tenant by them, while the others were not given the opportunity to renew their contracts after the end of their contracts. In fact, who I don’t even want to move. It’s so troublesome to move, and it’s hard to find an apartment with better value for money.
German Efficiency
The German construction and engineering industry is very inefficient, or so is most German companies.
They don't clean up the garbage left behind, so you have to clean it yourself when you move into the new house. But so far, in the past month, I am the only one who has cleaned the public passages.
The property manager was responsible. When we moved in, the interior decoration and water and electricity pipes had not even been connected. They were unable to fulfill their commitments in accordance with the contract and delayed it until half a year later. When we moved out near the end of the contract, they still had many The construction work was not completed.
Therefore, there is always a lot of construction dust and dirt in our public stairways, which affects our travel and indoor hygiene.
The attitude of the apartment management
The owner of this apartment has adopted a very different management method.
Cannot find person in charge
I have lived here for half a year, but I still can’t find anyone responsible for the cleanliness and order of the apartment; they have a popular saying, “Everyone is the master of the community.” This is a democratic society, and everyone is the master here, which means there is no Upper management, this is a complete rumor.
This kind of pseudo-democracy cannot even make value judgments of "good or bad, right or wrong" when dealing with many issues. This is a common feature of all NGOs in the world. Non-profit organizations have become a major social hazard, and few truly Those who do practical things should remember the common rule of NGOs: hang up a high-profile archway and show off and deceive everywhere.
So I wrote an article: [From "community autonomy" to "democracy is dead"](../../ru-he-li-jie-ren-lei-she-hui-de -za-luan-xian-xiang/zhuan-cai-ruo-zhi-ren-kuang.md#cong-she-qu-zi-zhi-kan-dao-min-zhu-yi-si).
Unprofessional work
The old residents of several other buildings act as volunteers and do all the daily work. They are not paid, but the management is paid. I have searched several times, but I can't find where the management people are? I don’t know what their names are?
Judging from the actual working conditions of these volunteers, I still shake my head and sigh. If you work like this, you will offend a lot of people and harm a lot of people.
Although it was difficult to get in touch with the management, I still insisted on writing an email to complain, and there was some interaction between people from different departments.
Unreliable things
Although he was terrible at his serious job, he was successful at other informal things. For example, we engage in community greening and composting of food waste, and raise a bunch of big rats that grow as big as cats; we hold a lot of parties and often organize gatherings with all kinds of lofty slogans that are in line with the themes of young people and the times, such as: environmental protection , human rights, climate change. . .
This community is very politically correct, including flying rainbow flags and publicly stating that it is "LGBT" friendly, so I see a lot of people with very alternative personalities, especially now that many men are wearing long earrings and brightly painted nails. If you don't Like them, how can we integrate into this community?
Leasing department & bureaucracy
Tara & Linda are the people in charge of recruiting tenants. After they recruit tenants, if you ask them some questions, they will either not answer at all. Calling or WhatsApp is useless. They can only send emails and have to wait 1-2 weeks. Only replied once.
Then other departments have the same work characteristics. After completing their tasks, they will ignore anything you say to them.
Either they were transferred to a department that was not suitable for them at all, so any problem was unclear to them, and their internal staff didn’t know who to look for, so they often found the wrong person for recommendations. It took several months to solve a small problem. It just didn't work out.
This is a characteristic of the German bureaucracy, whether it is the government, companies, or non-profit organizations.
They use a software called Mattermost to communicate in management work. You must be invited by them to join their work discussion group. They did send me an invitation. It actually used a paper application form and asked our residents to fill in personal information. .
They also talked about it in the WhatsApp group. A staff member named Paolo also said it in person, Tara&Linda also said it, and Marco from the arbitration committee also told me when I was about to move.
I did fill out the application form the second week I moved into the apartment, and found that most of the content described in the document was about Internet privacy protection clauses and the like.
As required, I sent the paper form to the designated mailbox, and then waited for their approval. Since I waited for several months, there was no reply.
I also asked several people in their apartment building, and they all said they would help me register for mattermost. However, until our lease expired and six months passed, I still didn't get a reply from them.
Therefore, the matter of friendly and efficient communication with them using workgroup management software was dropped.
Arbitration Committee
This is a department that is just trying to make fun of me. After I sent several letters of complaint, I finally received a reply and someone claimed to be responsible.
They sent an arbitration committee to coordinate the cleaning of the apartment, and the person in charge was Marco.
Complaint letter
8/18/2024
CA Arbitration Committee,
I have to complain, we have some horrible neighbors who have been living here for almost half a year but have never had the apartment cleaned, or the floors have never been cleaned, or they always leave a bunch of dirty stuff in the apartment, waiting Let others clean up. These major environmental polluters are:
Hayan Hussain, from Chicago, USA;
Mehammed Khalil Ouni from Tunisia, North Africa;
Deniz Cicek, from Türkiye;
Barbara skrobakova, from the Czech Republic;
The people listed above who failed to fulfill their obligations put their names on the cleaning duty list with a big "completed" mark and said "yes, I have done it". This is cheating in the sun and blatantly. Fraudulent, hypocritical!
We do not like living with such neighbors, whose bad behavior causes tensions, conflicts and interpersonal estrangement in the apartment.
You are the housing providers and have the power to manage the tenants, please take some drastic measures against these people, deduct their deposits or make their parents do the apartment cleaning for them.
When someone told me recently that "everyone owns an apartment" it was a complete lie.
Thank you for your support.

2024.8.30, Marco’s letter
Atom, thank you for your input and trust in us. I'd like to visit you this afternoon and discuss your points, but I'll answer immediately in case I can't reach you.
We cannot guarantee to find people with consistent hygiene habits, so conflicts are inevitable from time to time. Nonetheless, we are prepared to mediate conflicts.
It is possible to hire a cleaning company, but this will result in an increase in rent and we cannot possibly blame those who caused the mess. All tenants must bear the cost equally, at least that's what leasing management told me. My personal opinion is that it is impossible and logically inappropriate to assess the hygiene status of tenants under German law.
We discussed your issues in the plenary session and AG Altbau will be responsible for the case. Generally speaking, we are not able to mediate conflicts in shared apartments, but in this particular case we were still up to the task.
I asked Pascal Buergy to introduce you to Mattermost, has he already spoken to you?
Marco
2024.9.1, Atom’s reply
Marco, I read your email carefully and thought about it for a long time. He gave no solution. Even if he negotiates with those who don't clean, nothing will come of it.
In fact, this issue has nothing to do with arbitration. Should I talk to the building manager, who is responsible for the tenant agreement and sanitation standards? Only by amending the lease agreement and attaching hygiene management standards can things move forward.
I don’t understand why we need to go to the arbitration committee. Do they have the right to interfere with tenants’ cleaning issues? I have no apparent conflicts or conflicts with my neighbors.
Then, at Marco's request, I went to his apartment at 9:00 pm to have a detailed discussion with him in person. I arrived on time and sat on a chair in the hallway with him, but he didn't seem interested in talking to me. While he was talking to me, he was flirting with the girl next to him. The girl had just come back from outside. Before she took off her backpack, she took off a piece of clothing and covered Marco's head. He smelled the smell of the clothes. Then before I finished speaking, he took the girl to the room. After about 10 minutes, he came out and said that he wanted to go to a movie and had no time to talk to me about these things, so he sent me away.

Highlights
The highlight of Marco's body is a pink pearl necklace. His actions and conversation are in line with the cultural atmosphere of the community.
They believe that all problems should be solved through negotiation, and if public health is not done well, it should be a communication problem.
Therefore, Marco must be a good negotiator, but he has not talked with other environmental destroyers. He only replied to me with a few words, perfunctory, and did not want to talk to me. His interest was to throw things at him. woman talking in clothes.
So, again unsurprisingly, everything goes that way, that's it, put on hold.
Rental cancellation department
Pascal is responsible for vacating the tenant after the lease expires, filling out a room inspection form, and checking to see if there is any damage to items or stains on the walls.
Before we checked out, he actively communicated with us and responded to emails very efficiently. He could reply almost the next day or even the same day, and he didn't rest on weekends.
But after we exited, from the moment we handed over the keys, it seemed as if he had disappeared. If we asked him anything else, there was no one to be found.
Since the deposit has not yet been refunded, our new rental house also requires a deposit. I sent him an email, but there was no response after a week.
After sending two emails and waiting for 10 days, Pascal finally replied to the email. He just apologized and said some polite words to indicate that they were all volunteers, so they did not work full-time. Sorry for the delay in reply, he was not responsible for the rent refund. , but they didn’t say who was responsible. They just said that the refund would be available at about the end of the month, which means you have to wait for a month.
But it made me anxious, because the student party members are all very poor, and they only have a fixed monthly consumption limit of 1,000 yuan.
If you don't move into an apartment as soon as possible and stay and eat in hotels outside, you will spend all your living expenses for a month in less than 2 weeks.
I explained the urgency of the situation, but he had no further explanation and did not reply to me again. His behavior was very consistent with the bureaucracy.
